At Amy Beitermann's funeral, the police captain confronts Lt. Nate Kane, telling him that despite the media's portrayal of Nate as a hero cop, internal affairs thinks he executed the Reaver. But rather than indicting Lt. Kane, the police force is giving him his job back and putting him on all the high-profile cases. If and when he makes a mistake (or when the media turns on him), the police department will gladly feed him to the wolves. Outside the cemetery, Madame Xanadu refuses to give a comment to a TV reporter.
At the Church of the Holy Sepulcher, Father Craemer begins serving as the church's new pastor. His superior, Bishop Anselm, warns Father Craemer not to teach the word of God as he understands it, but as the church understands it.
At Secari headquarters, Bill Martindale is afraid again. Azmodus enters Martindale's body because he needs a place to hide while he grows stronger. When he's strong enough, he'll have his revenge on Madame Xanadu and the Spectre.
Jim Corrigan goes to confession at the Church of the Holy Sepulcher. He tells Father Craemer that he has been having doubts about his mission, which is to avenge the blood of the innocent slain. Father Craemer asks Jim if he has considered the scope of his mission; in the Balkans, for example, Vlatava's civil war has claimed countless innocent lives. The Spectre comes through the screen and tells Father Craemer that he'll consider it.
In Vlatava, a Muslim man is trying to evacuate some women and children from the war zone, but his truck is blown up and everyone aboard is killed. The Spectre punishes the soldiers who fired the missiles, blaming them for making war on the innocent.
Elsewhere it Vlatava, Count Vertigo takes down an opposing plane and rallies his supporters. Planes attack the Spectre, but the Spectre spews missiles at them and destroys them. Count Vertigo confronts the Spectre, telling him that this conflict is Vlatava's concern, not the Spectre's. But the Spectre says that the innocent dead demand their vengeance. Count Vertigo responds by saying that the Muslims have killed many of his followers.
The Spectre grabs General Hafza, leader of the Vlatavan Muslims, so that he may answer Count Vertigo's charges of genocide. Hafza and Vertigo argue, each accusing the other of genocide.
The Spectre realizes the solution lies in the land itself. He summons the ghosts of those who have died and makes a startling realization: "The hate, the blood, has seeped into the very rocks of the earth! No one is innocent!" After determining that all who walk within the borders of Vlatava are guilty, the Spectre burns the entire country to the ground. The only survivors are Count Vertigo and General Hafza. A weeping Count Vertigo asks the Spectre if the rest of the world is so different from Vlatava. The Spectre agrees that the Count may have a point: "Perhaps it is time for judgment day."
