It is not possible to get a licence for this particular transmitter, as it is a chinese import.
In theory, if it was set up correctly, with a properly tuned antenna, and good quality cable, you could expect to get 7-8 miles on flat ground in stereo.
The 10 Meters of coax cable is going to waste maybe 50% of the transmitter power, so cutting it to the needed length is advised.
But please be aware, operating this transmitter could have serious legal implications.
