Hi Eddie, yes, there is access at the side of the house. The access is around 60 cm wide and the tank is approximately 50 cm wide, so it should fit through.
The tank was used for gas oil/diesel, not kerosene.
I had another look and there may be around 40-50 litres of gas oil remaining at the bottom. The tank can be moved slightly, but it would probably need to be pumped out before taking it away safely.
You are welcome to take the remaining gas oil as well if you can safely pump it into suitable containers.
