This is a handmade Spanish ceramic wall clock with a wooden frame, often crafted using the traditional "cuerda seca" technique and sometimes featuring 24-karat gold enamel details. 

The clock face features a vibrant, hand-painted floral design in blue, yellow, green, and red. 

It utilizes Roman numerals for the hours, specifically showing III, IX, and XII. 

The central ceramic plate is set within a dark, possibly walnut or similar, wooden frame. 

These decorative clocks are typically battery-operated with a quartz movement.
