The Central Bank of the Russian Federation did not issue certificates of authenticity for 5-ruble gold coins from the Tsarist era (specifically the 1902 issue) in 1992. The Central Bank never issued or certified Tsarist coins with individual numbered certificates of authenticity in 1992. Regarding certification practices: the Central Bank began issuing certificates (passports) much later, and only for commemorative and jubilee coins made of precious metals that it had minted itself.
The Bank of Russia does not issue such documents for investment coins or antique currency items.
In 1992, the numismatic and banking systems were still taking shape following the collapse of the USSR, and the Central Bank did not conduct state appraisals or issue certificates for specific Tsarist-era specimens. Any document or "certificate" dated 1992 and relating to a 1902 coin is a forgery, a souvenir imitation, or a private document devoid of legal force or any official guarantee from the Bank of Russia.

Among other things, the certificate features the coat of arms of the USSR—a country that no longer existed at the time—and contains spelling errors in the name of the Central Bank, as well as an incorrect rendering of the bank chairman's name and the descriptions of the coin's sides.

@vitronics thanks for taking the time to explain that , the description has now been changed , all in all it’s still a fantastic coin in excellent condition that’s been sealed since 1992 , whoever sealed it has preserved the condition of the coin and with the added cert and slab makes an excellent addition to any collector,
