Sellers Note:
This coin is of Proof Quality, also known as BE (Belle Épreuve) or PP (Polierte Platte / Polished Proof).
Proof coins are struck twice with specially prepared dies, which are typically polished between strikes.
This process produces exceptional sharpness and a highly reflective finish.
While Proof coins share the same design as their uncirculated counterparts, they are fundamentally different: the relief is higher, the fields are smoother and more mirror-like, and the overall design appears more prominent and refined.
Not every collector of €2 commemorative coins seeks out the Proof versions—often produced in much lower mintages—but I believe every €2 commemorative coin collection deserves at least one Proof example.
Even a single coin offers an excellent point of comparison, if not for the differneces in the commemorative reverse then for the study of the common obverse.

Monaco coins make up most of the lowest mintaged coins, (to date the number one spot goes to the Cyprus EU membership coin in 2024; with mintage of only 7,000).
However after that, Monaco coins make up the rest of the lowest mintage list; unfortunately this leads to a mismatch between supply and demand and has resulted in these coins soaring in price from the day of issue; and have a issue price of about €140->€170 with shipping.
Because of this extra cost some collectors choose not to include the Monaco coins in their collections; which I think is a reasonable approach; however if you do choose to collect Monaco coins the starting prices usually range somewhere between €250->€350 with some growth as years pass; as such I personally would class these coins as a high risk investment if not part of a collection.
