Technically yes but I wouldn't do any of that with an old operating system like windows XP that's currently installed on it.
If you wanted to do that with this machine I would swap out the hard drive for an SSD and install a Linux operating system on it. This is older hardware that won't run the latest windows with security updates. Linux is a great option for older hardware.

It is currently set up with Windows XP on it. I have used it to play some of the old games of that era, Mostly my daughter played Sims 3 on it and for this it does a great job, having a fast processor and powerful graphics card comparatively for Windows XP. I see this PC as ideally suited to playing XP games and would use a separate PC or laptop for the modern stuff like internet.
You could install windows 10 on it but Microsoft don't provide security updates for it any more. They only provide updates for Windows 11 and that wont work on older hardware like this.
If you wanted to use this for modern internet, word processing etc you could install Linux on it and it will run just fine. If you did this I would upgrade the HDD to an SSD to speed things up a bit.
