Ah, ok, there should be a white plastic or bone piece at the top of the fretboard that the strings rest on before going into the tuners. It has specially cut slots that hold the strings in place. Without it the guitar can't be strung up. To get a new one made would cost a bit of money as it needs to be custom made by a luthier to fit the guitar. The one on this bass definitely looks to be missing so it will need that job taken care of before it's playable.
