This is a graduation badge from the Imperial Riga Polytechnic Institute. It was produced from approximately 1908 to 1917 by private workshops in Moscow. The badge isn't in the best condition, and I understand the nut is missing, which reduces its value. At auction, better-condition badges sell for around 100 euro. So your price is clearly too high.
