@apple101 Hi! No, you don't need to empty any water tank. This is an evaporative air cooler, so it actually consumes the water in the tank to cool and humidify the air. Instead of emptying it, you just top it up with water (and ice/ice packs if you want extra cooling) when it runs low. You can also run it purely as a regular fan without water.
