This item appears to be a vintage 1970s Walt Disney Productions hard plastic/vinyl jointed Mickey Mouse figure (made in Hong Kong).
Markings: It features the stamp " WALT DISNEY PRODUCTIONS MADE IN HONG KONG" on the back of the head and under the foot, which dates it to around the late 1960s to 1970s (prior to 1986, when "Walt Disney Productions" changed to "The Walt Disney Company").

Condition:

The rubber head shows some typical age-related darkening/discoloration and slight surface wear around the rubber face/hands.

The paint on the body, shorts, and shoes is reasonably bright and intact.

There are slight scuffs along the seams and on the shoes consistent with light play wear.

We have lots of stuff and curios on view, although not everything is there
