This coin is of Proof Quality, also known as BE (Belle Épreuve) or PP (Polierte Platte / Polished Proof).
Proof coins are struck twice with specially prepared dies, which are typically polished between strikes.
This process produces exceptional sharpness and a highly reflective finish.
While Proof coins share the same design as their uncirculated counterparts, they are fundamentally different: the relief is higher, the fields are smoother and more mirror-like, and the overall design appears more prominent and refined.
Not every collector of €2 commemorative coins seeks out the Proof versions—often produced in much lower mintages—but I believe every €2 commemorative coin collection deserves at least one Proof example.
Even a single coin offers an excellent point of comparison, if not for the differneces in the commemorative reverse then for the study of the common obverse.

This coin has a fantastic design (one of my favourites), the design is also used on a Silver €10 coin, and a Silver €100 coin.

Description:
In 2023, France will host its second Rugby World Cup, following the 2007 tournament.
This competition is the most prestigious rugby tournament in the world, and has been held every four years since 1987.
To prepare for this major sporting event, Monnaie de Paris, in collaboration with the Rugby World Cup 2023, has launched a series of collector coins celebrating the sport.

This series focuses on the international competition that will take place in France from September 8th to October 28th 2023.
The tournament matches will take place in several cities in France, from Lille to Nice, Paris and Toulouse.

The obverse of the coin depicts a rugby player in Möbius with a ball in his hand in the centre.
Under his feet, the field has been transformed into a globe marked by parallels and meridians.
A starry sky and two oval planets in reference to the rugby ball surround the Earth as an allegory to the rugby universe.
As on a field, the posts frame the design. The words "Rugby World Cup France 2023" and « RF » surrounds the scene.
